Frederick J. Stefany, III
Assistant Secretary of the Navy for Research, Development and Acquisition (Acting)
On January 20th 2021, Mr. Frederick J. (Jay) Stefany assumed the duties of Acting Assistant Secretary of the Navy for Research, Development and Acquisition. Prior to this assignment, he began serving as the Principal Civilian Deputy to the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RDA) in October 2019. His responsibilities include oversight and policy for Navy and Marine Corps research, development, and acquisition/sustainment programs for shipbuilding, aviation, space, weapon systems, and communication systems. His portfolio includes oversight of more than 100,000 people and an annual budget in excess of $50 billion. Mr. Stefany also leads the Department’s Senior Executive Acquisition Corps.
Prior to that he served as the Deputy Assistant Secretary of the Navy for Ship Programs from April 2018 through September 2019. In this role, he was responsible for executive oversight of all naval shipbuilding programs, major ship conversions, and the modernization and disposal of in-service ships. He was also responsible for executive oversight of cost, schedule and performance of surface ship, submarine, and Marine Corps combat systems, electronic warfare systems, shipboard radars, and Navy missile defense programs.
Previously Mr. Stefany served as Executive Director, Amphibious, Auxiliary and Sealift Office, Program Executive Office, Ships. He provided executive leadership to 200 personnel and oversaw one of the broadest acquisition portfolios in the Navy. His responsibilities spanned four major program offices where he oversaw several major shipbuilding programs including LHA 6, LPD 17, EPF, ESB, T-AKE, T-AO(X), and Heavy Icebreaker ship classes, as well as ship-to-shore connectors, landing craft, research ships, service craft & boats, and procurement of vessels for our Foreign Military Sales and other Federal Government partners.
Mr. Stefany entered the Senior Executive Service in March 2012, and has been in civil service for more than 37 years. Serving in a variety of key leadership positions throughout his career, including Program Manager and Deputy Program Manager for the LPD 17 Class Amphibious Transport Dock ship program (2004-2012). During his tenure, the first six ships of the San Antonio Class were delivered; and construction started on four additional hulls. He also assumed responsibilities for management of the initial concept work on a replacement for the Navy’s Command & Control Ships and later, the replacement for the LSD 41 and 49 class ships.
Previous assignments include Director of Naval and Commercial Construction (2002-2004), responsible for oversight of the Navy’s portfolio of Amphibious, Auxiliary and Special Mission ships and craft for the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RD&A); Assistant Program Manager in PMS 377 for LCAC and for Amphibious Ship Combat/C4I Systems; and Project Engineer for both the LHD 5-7 and LHD 1-4 ship acquisition programs as PMS 377 delivered LHD 1-6 and LSD 52 to the Fleet.
Mr. Stefany received his bachelor’s of science in mechanical engineering from Lehigh University, Bethlehem, Pa., and his master’s of science degree in management from the Florida Institute of Technology, Melbourne, Fla. He is also a 1996 graduate of the Defense Systems Management College, Advanced Program Management Course. During his distinguished federal career, Mr. Stefany has received the Presidential Rank Award for Meritorious Service, Navy Civilian Meritorious Service Award and two Navy Civilian Superior Service Awards.

Marty is a Visiting Executive Lecturer at the Darden Business School, leading courses in defense industrial-base strategy for flag-level officers, senior civilians and acquisition managers in the US Department of Defense. He has also lectured at the Army War College and Georgetown University.
Marty retired in 2014 as a Senior Partner after a long career in management consulting with Booz Allen Hamilton / Booz & Company. For 30 years Marty consulted to senior executives in the aerospace, defense and high-tech industries on issues of business strategy and operational effectiveness. He also supported senior US government leaders in the Navy, the Air Force, NASA, the FAA, DARPA and the intelligence community. He has supported several Defense Science Board and Defense Business Board projects and has testified before the U.S. Congress. He has held U.S.-government security clearances at the TS/SCI level.
Since retiring, Marty has remained active in the analysis of the defense market and industry. He has been a major contributor to studies on the defense industrial base led by the Center for a New American Security and has also participated in the work of The Atlantic Council.
Marty served on the board of directors of Booz Allen Hamilton, a $4 billion technology and strategy consulting firm, and Booz & Company, the $1 billion commercial consulting firm. He also serves or has served on the boards of small technology enterprises, including Carillon Technologies, Altobridge Ltd, MicroSun Technologies, and Navitas Systems. Marty also serves as a Director and Vice President of the U.S. Naval Historical Foundation.
Marty earned an M.B.A. in Finance (with Distinction) from the Wharton School of the University of Pennsylvania and a B.S.F.S. in International Economics (cum laude) from Georgetown University’s School of Foreign Service.
Marty is a published author in naval and maritime history, with three books and several articles to his credit. He is a certificated Commercial / IFR pilot in the U.S., a licensed Private Pilot in Australia and holds a Coastal Yachmaster certificate from the Royal Yachting Association. He resides with his family in Great Falls, Virginia and Claiborne, Maryland. He spends much of his spare time using his telescopes to image deep-sky objects.
Thomas A. Cross

Mr. Cross brings 31 years of corporate experience as a senior executive and 10 years as consultant, program manager, case writer and teacher for over 60 corporate, government and military executive development courses. He is known as a passionate, hands-on facilitator providing executive learning solutions for the toughest organization problems. He spent 10 years leading new business development at the University of Virginia Darden School of Business. Prior to that, he was Senior Vice President of Marketing for Office Depot, Tenneco Automotive and Hardee's and Vice President of Marketing for PepsiCo/KFC. His career began with 13 years of industrial marketing and engineering at DuPont, Exxon Chemical and Devoe Paint. He has published more than 40 Darden business cases on leadership, ethical decision-making, competitive strategy, value-based selling, strategic sourcing, manufacturing and human capital strategy. He has published articles in the Washington Post, Harvard Business Review, Brand Week, Undercar Digest, Plant Engineering, Chemical Engineering, Mining Engineering and The Oil and Gas Journal. Entrepreneur and Defense Industry Leader
Sean Frisbee is a retired United States Air Force Officer, entrepreneur and Defense Industry Leader. He is the founder and/or co-founder of two Defense companies and currently serves as the President of Defense-Pros, LLC and Chairman of Leucadia Engineering, LLC. He is a recognized thought leader in developing, procuring and sustaining military weapon systems. During his 22-year career in the U.S. Air Force, Sean served in a variety of joint, operational, acquisition and staff positions. He led propulsion programs, foreign threat analysis, aircraft maintenance organizations, and numerous aircraft, missile and bomb acquisition programs. His staff positions included Aide-de-Camp to the Commander, Air Force Materiel Command; and Chief of F-22 Budget Office, Assistant Secretary of the Air Force for Acquisition. He served in Operations DELIBERATE GUARD, DECISIVE EDGE, NORTHERN WATCH, and IRAQI FREEDOM. He served one year in Baghdad, Iraq as the Vice Commander of the Coalition Air Force Training Team, where he was responsible for developing and executing the strategy for rebuilding the Iraqi Air Force. He concluded his career as the F-22 Program Director where he was responsible for all aspects of the design, production, deployment, modernization, and sustainment of the $66B F-22 stealth fighter weapon system. Immediately following retirement Sean became the Vice President of AME Unmanned Air Systems, Inc, one of the worlds leading producers of Unmanned Aerial Systems. During his time at AME he helped lead the company through a successful acquisition by a Fortune 100 Defense Company. Sean holds a bachelor degree in Aerospace Engineering from West Virginia University and master degrees from Embry Riddle Aeronautical University and Air University. He is a graduate of the Air Force's prestigious School of Advanced Air and Space Studies and former National Defense Fellow. He is an elected member of West Virginia University's Academy of Distinguished Alumni. Sean resides in Dayton, Ohio with his wife, Melanie, and their children Jacob and Lia.
John C. Harvey, Jr.
Admiral, U.S. Navy (Retired)
Admiral Harvey retired from the U.S. Navy in October, 2012 after serving as the Commander, U.S. Fleet Forces Command, responsible for providing ready, responsive and relevant Naval forces, wherever and whenever they were needed. Admiral Harvey was also responsible for providing integrated Fleet operational and warfighting requirements to the Chief of Naval Operations to guide Navy-wide resource allocation and serve as the basis for Navy's future force structure development and current force modernization plans. In command of U.S. Fleet Forces, Admiral Harvey focused on improving the operational readiness of deployed Naval forces, increasing performance standards in all aspects of Fleet operations and maintenance, strengthening the Navy's operational partnership with U.S. Marine Corps forces, and reinvigorating the foundational concepts of accountability, responsibility, and authority at every level in the Navy chain-of-command. In his thirty-nine year Navy career, Admiral Harvey specialized in naval nuclear propulsion, surface ship and Carrier strike-group operations and Navy-wide manpower management/personnel policy development. He served in a variety of command positions and as the Navy's Chief of Naval Personnel, the senior uniformed human resources official in the Navy. His career has taken him to every corner of the globe. Since retirement, Admiral Harvey has joined the board of directors of the Navy Memorial Foundation and the Armed Forces YMCA, serves as a visiting lecturer in Executive Education programs at the University of Virginia's Darden School of Business and participates in the National Defense University's Pinnacle/Capstone/Keystone programs as a Senior Fellow. Admiral Harvey is also a senior associate with HiPK, LLC. Admiral Harvey and his wife, Mary Ellen, currently reside in Charlottesville, Virginia.
General William "Bill" Looney
United States Air Force (Retired)
General William R. Looney III, recently retired from the Air Force after 40 years of service. During his tenure, he commanded more organizations than any other Air Force general, past or present. He led the Air Force Academy Cadet Wing as a cadet, commanded a fighter squadron, 2 fighter wings, an academic institution, a warfare center, a numbered air force, 2 acquisition centers, and a major command while rising to the highest rank in the military - 4 star general. The organizations he led covered every facet of Air Force activity including operations, training, education, and acquisitions involving as many as 100,000 people or as few as 13. A career fighter pilot, he flew 65 combat missions and accumulated over 4000 flying hours in numerous aircrafts. General Looney is President of Integration Innovation Incorporated, a defense business headquartered in Huntsville, Alabama. He is also a published author, a member of numerous Boards, and an independent consultant on national security and executive leadership. He currently resides in San Antonio with his wife Marilyn.
General Gregory "Speedy" Martin
United States Air Force (Retired)
General Gregory S. Martin, USAF (retired) graduated from the United States Air Force Academy in 1970 and served as an Air Force officer for more than 35 years before retiring from the Air Force in 2005. While on active duty, General Martin flew fighter aircrafts in Southeast Asia during the Viet Nam conflict and then continued to lead and command operational forces in the field up to and including the United States Air Forces in Europe and the NATO Air Forces Northern Europe Commands in support of Operation Enduring Freedom in Afghanistan and Operation Iraqi Freedom. His last assignment was as the Commander, Air Force Materiel Command at Wright-Patterson AFB, Ohio. In that capacity, he led nearly 80,000 personnel responsible for the Air Force Research Laboratory, all Air Force Acquisition support and Test and Evaluation operations, as well as the three Air Force Air Logistics Centers, responsible for the Air Force's Major Repair and Overhaul (MRO) activities. Since retirement, General Martin serves as a consultant and board member for several aerospace and defense sector corporations. He has also served as a course facilitator and senior mentor for several universities and for the Joint Staff's Joint Coalition Warfighting Headquarters and the National Defense University.
Michael O'Hanlon
Senior Fellow, The Brookings Institution
Michael O'Hanlon is a senior fellow in Foreign Policy at the Brookings Institution, where he specializes in U.S. defense strategy, the use of military force, homeland security and American foreign policy. He is also the director of the Brookings-ABC Opportunity 08 project. He is a visiting lecturer at Princeton University, and a member of the International Institute for Strategic Studies and the Council on Foreign Relations. O'Hanlon's latest books are A War Like No Other: The Truth about China's Challenge to America (Wiley, 2007), co-authored with Richard C. Bush, and the edited volume Opportunity 08 (Brookings, 2007). He also recently completed Hard Power (Basic Books, 2006), co-authored with Kurt M. Campbell. He has written Defense Strategy for the Post-Saddam Era (Brookings, 2005) and The Future of Arms Control (Brookings, 2005), co-authored with Michael Levi, as well as a related book, Neither Star Wars nor Sanctuary: Constraining the Military Uses of Space (Brookings, 2004). Together with Mike Mochizuki, he wrote Crisis on the Korean Peninsula (McGraw-Hill) in 2003, as well as Expanding Global Military Capacity for Humanitarian Intervention (Brookings) that same year. In 2002, O'Hanlon and seven colleagues wrote Protecting the American Homeland, a book updated in 2003. A subsequent co-authored book, Protecting the Homeland 2006/2007, was released in early 2006. He is also the senior scholar responsible for Brookings' Iraq Index, which he has created and compiled with Nina Kamp. O'Hanlon was an analyst at the Congressional Budget Office from 1989-1994.
Dan Stanley
President & CEO, Boone Strategies, LLC
Dan Stanley is the president and Chief Executive Officer of Boone Strategies, LLC, a political consulting firm and a Visiting Executive Lecturer at the Darden School of Business, University of Virginia. He has most recently served as Interim City Manager for the City of Topeka, Kansas and as Senior Vice President and Chief of Staff for the American Trucking Associations. Before joining the Associations, he was appointed as Assistant Secretary of Defense for Legislative Affairs by President George W. Bush. As Assistant Secretary, he was responsible for all legislative coordination between the Department of Defense and the United States Congress. Prior to his nomination, he served as Principal Deputy Assistant Secretary of Defense and as Deputy Assistant Secretary of Defense for Senate Affairs. Additionally, he served as both a Principal Deputy Assistant Secretary of the Army and as Deputy Assistant Secretary of the Army during the initial combat operations in Afghanistan. A fifth generation Kansan and native of Kansas City, Kansas, Mr. Stanley has also served as Secretary of Administration for the State of Kansas, City Councilman for the City of Topeka, Kansas, and as Administrative Assistant, Legislative Director, and Defense Policy Advisor to Senator Bob Dole (R-KS). Additionally, Mr. Stanley is a veteran of the submarine force - enlisting in the Navy in 1973 and retiring from the Naval Reserve in 1996 with the rank of Commander. He is a graduate of the State University of New York Empire State College with a degree in nuclear technology. He also attended the University of Kansas and the Armed Forces Staff College. Mr. Stanley is married to Kay Coles and resides in Sanford, North Carolina.
